Executive Vice President Underwriting
Patrick Zunini joined the Capstone family of companies in April of 2001 to manage their employer medical stop loss, underwriting facility, areas of stop-loss and specialty risk. He further became responsible for captive formation, management and administrative functions.
Prior to joining Capstone, Patrick spent eighteen years in the insurance brokerage and consulting business with national brokerage firms. He was the Sales Director for Sedgwick of Nevada, and subsequently Marsh of Nevada, overseeing 20 sales professionals on both the employee benefit and property and casualty side of the business and managing a book of over $250 million in fully-insured equivalent premium. He built very a successful program to “cross sell” all property and casualty accounts and benefit accounts to accomplish “total account selling”. In 1989, while at Sedgwick, he was co-designer of first PPO self-funded plan with copays and assisted in designing, creating, and establishing very prosperous reinsurance industry pools. He also assisted in creating and building Marsh’s own proprietary internal underwriting and rating processes.
As the Executive Vice President of Underwriting at Capstone, Patrick is responsible for all underwriting functions for Capstone Management Group and Paragon Risk Management Services. He oversees the underwriting for all captives under program management including medical malpractice, stop loss and excess reinsurance. He created the business plan, underwriting guidelines, policy forms and rating templates for medical malpractice captive application submission and also for the actual operation of the company. In addition, Patrick also is also a Senior Manager for Aspen Reinsurance Group (ARG) and participates in overseeing ARG’s growth as its underwriting companies, reinsurance intermediary company and in its captive management/development companies.
Patrick serves as a member of various Broker Advisory Boards, including the Marsh Presidential Advisory Board.
Previous to joining Capstone, Michael was the longest serving Deputy Commissioner of Insurance with the Nevada Division of Insurance. Under four separate Commissioners, he had the opportunity to oversee the NDOI’s Corporate and Financial Affairs section, which is responsible for the solvency regulation and market conduct compliance for insurers doing business in Nevada. Additionally, he also served on several committees and working groups within the National Association of Insurance Commissioners, most notably those pertaining to regulation and compliance of insurers. Under his oversight, he helped restore Nevada’s accreditation with other states, recognizing the NDOI as a responsible and high functioning regulatory agency.
In addition to solvency and market conduct regulation, he was able to greatly expand Nevada’s role as an alternative risk domicile by licensing over two-hundred captive insurers and Risk Retention Groups. This function allowed him to create several relationships with other regulators as the number of states licensing captives grew from seven to thirty-six during his tenure. He enjoyed sharing what he had learned and experienced with these other states’ regulators. This collaboration with other regulators not only helped to create a uniform regulatory environment, but also enabled everyone to share best practices.
He served on the board of directors for Community Services Agency with two terms as Chairman. This agency is Nevada’s grantee and administrator of Head Start, which provides education and nutritional services to over a thousand families in Nevada.
Prior to his public service, he enjoyed a twelve-year tenure, culminating as the CEO with one of Nevada’s oldest and largest non-profit associations. He was able to successfully develop his skills organizing volunteers, raising charitable donations (including over $1M for the UNR Athletic Association) and publishing a trade magazine that was circulated throughout Northern Nevada.
Mike has served in the Nevada Air National Guard and has attended the University of Nevada, Reno for both his undergraduate and graduate studies. Most importantly, throughout his career, he has enjoyed the opportunity to successfully manage high-functioning teams of diverse and skilled professionals in environments of high demand for organizational performance.
